Legislative Team

Ms. Morgan covers legislative, regulatory and advocacy activity regarding Medicare, Medicaid, healthcare reform, the Workforce Investment Act/Rehabilitation Act, the AbilityOne program, the Ticket-to-Work Program, and relevant appropriations bills.  Ms. Morgan also manages the ITEM Coalition, a group of 75 disability-related organizations with the mission of improving access to assistive devices for people with disabilities.  She also staffs the Coalition to Preserve Rehabilitation (CPR), a coalition of 25 organizations interested in maintaining and improving coverage and access to rehabilitation services.  Prior to joining the firm, Ms. Morgan was Associate Editor for Inside Health Policy.  

Ms. Morgan received a BA, cum laude, in History and Economics from the  University of Maryland, College Park.  At UMD, Ms. Morgan was a member of the Golden Key International Honor Society and an Economics Senior Scholar.
