Charles Wm. Harles is President of Harles & Associates, located in Washington, DC. Harles & Associates provides representational and consulting services to national, regional and state associations and organizations that are made up of organizations and individuals with special interest in the employment of persons with disabilities. Areas of specialization include the Americans With Disabilities Act, Rehabilitation Act of 1973, Workforce Investment Act, Ticket to Work and Work Incentives Act, Fair Labor Standards Act, Work Opportunities Tax Credit and other federal laws affecting persons with disabilities and organizations that provide services to them.
Harles also serves as the Executive Director of the Inter-National Association of Business, Industry, and Rehabilitation (I-NABIR). This organization is a membership organization that represents placement programs for persons with disabilities that involve the business community. As Executive Director Mr. Harles is responsible for all aspects of association management. The 120 members of I-NABIR include businesses, trade associations, community based service providers, and labor unions. Programs run by member organizations are recognized as one of the most effective means of providing job placement for persons with disabilities.
His publications currently include: Federal Wage-Hour Guide for Disability Service Providers Employment Status of Client/Workers.
Current and past clients of Harles & Associates include National Results Council, NISH, ANCOR, ACCSES, the Electronics Industries Foundation, the National Center for Disability Services, Cornell University, National Easter Seal Society, Maine Rehabilitation Association , New York State Rehabilitation Association, Oregon Rehabilitation Association, Pennsylvania Association of Rehabilitation Facilities, Indiana Association of Rehabilitation Facilities, and Rehabilitation for Wisconsin.
Mr. Harles serves as co-chair of the Employment and Training Task Force of the Consortium for Citizens with Disabilities.
His previous service includes Associate Director of Governmental Affairs and Director of Vocational Rehabilitation for the National Association of Rehabilitation Facilities, General Counsel of Goodwill Industries of America, and Attorney-Advisor for the National Labor Relations Board. Mr. Harles has a Juris Doctor from the University of North Carolina Law School, BA from the University of North Carolina at Chapel Hill, and Associate in Arts degree from Louisburg (N.C.) College. He was admitted to the bar to practice law in North Carolina and the District of Columbia and a member of the American Bar Association and the Federal Bar Association.
